On Oct 3rd 2005, the NGO Hope for the Future held a round table conference on the issue of domestic violence. The conference was attended by local governmental and non governmental organisations and pressure groups for the victims of violence in the family as well as representatives of OSCE, UNHCR and a number of media institutions . The participants, who were from all major ethnic groups in Kosovo discussed possible reasons of the problem and ways to solve or at least alleviate it. It soon turned out that violence in the family is a serious problem in all ethnic communities. One of the main purposes of the conference was to give activists for the victims the opportunity to come into contact with one another. Due to the continuing effective division of Kosovo the establishing of contacts across ethnic boundaries is not always easy.

In the second part of the conference the participants formed working groups and drafted a list of suggestions and demands to the relevant institutions in order to help solve the problem of violence in the family.

At the end of the conference the participants of the conference drew up a list of demands to society and political institutions that in their opinion need to be fulfilled in order to contain violence in the family in an effective way.

Those are the central demands to the instititions:

Central and local institutions have to create job opportunities for the victims of demestic violence in order to enable them to live a life independent of the violent offender.

Central and local institutions must support independent initiatives for the protection of victims.

Immediately after reporting a violent incedent the victim must be provided with a representative who supports them throughout the procedures.

Suspects must be removed from the house and its environment as soon as the offence becomes known. Should they ignore any such orders they must be taken into permanent custody until the court procedure is concluded.

The legal range of sentences must be exhausted. If necessary, laws must be tightened.

Due the fact that in some cases there is no other way to guarantee the safety of the victims safe houses for women must be established in both parts of Mitrovica.

School curricula must include gender equality studies as a permanent component.

Media, especially Radio and TV must act ans a bridge between citizents and institutions and inform thoroughly on facilities that provide counselling and protection for victims.

Balkan Radio Contest - Domestic Violence

From Sept. 29th until Oct. 1st the NGO Hope for the Future held its first Balkan Radio Contest in Mitrovice/Kosovska Mitrovica. Eleven reports by authors from Kosovo, Albania, Macedonia Montenegro and Serbia on the topic of “Domestic Violence” were presented to an international jury.

The members of the jury, among them Matthias Lüttenberg, 1st Secretary for Political, Cultural and Press affairs of the German Liaison Mission in Prishtine/Pristina, were impressed by the quality of the contributions of the participants of the finals: Vaide Morina – Blu Sky - Prishtina, Luljeta Humolli – Kosova Sot - Prishtina, Bojana Kostadinovic – Radio Contact Plus – Mitrovicë/Kosovska Mitrovica, Jelena Aleksic – B 92 - Belgrad, Miriana Trajkovic – Frei Journalistin - Bujanovac, Minire Pereziq – Freie Journalistin - Ulcinj, Predrag Tomovic – Radio Antena M - Podgorica, Suela Musta – Top Albania - Tirana, Ersi Shehu – Radio Koha - Tirana, Qerimane Bekteshi – Freie Journalistin - Skopje und Frosina Cvetkovska – Radio ‘Free Europe’ - Skopje.

Qerimane Bekteshi, a radio journalist from Skopje/Macedonia, won the first prize with the heartbreaking story of an old lady who is thrown out of her own house by her violent son. The second prize was awarded to Predrag Tomovic from Podgorica/Montenegro and the third prize to Bojana Kostadinovic from the north part of Mitrovice/Kosovska Mitrovica. In their respective reports they both present the sufferings of victims of violence in the family but at the same time offer information on services for victims to turn to.

The jury decided to award a fourth, special prize to Vaide Morina from Prishtine/Pristina, Kosovo, for her intellectually challenging report which concentrates on the causes of domestic violence, as well as for the unconventional use of music and effects.

After the presentation of the reports HFTF offered the participants the opportunity to visit the the Trepca Mining Complex and speak to its managing director Mr. Nazmi Mikullovci.

At the beginning Matthias Lüttenberg, 1st Secretary for Political, Cultural and Press affairs of the German Liaison Mission in Prishtine/Pristina welcomed the participants and guests of the radio contest:

Honoured guests, dear participants in the radio competition, dear representatives of the media. The Government of the Federal Republic of Germany is happy to contribute to this radio competition on domestic violence in the framework of the Stability Pact for South Eastern Europe. First of all, I would therefore like to thank hope for the future for their continuing efforts here in Mitrovica.

Once again hope for the future managed to gather a group of media representatives the region whose concern does not exclusively focus questions like the future status of Kosovo, but also on the urgent questions of every day life no matter in which country. Domestic violence is certainly such a field. Its existence does not depend on income, education, ethnic or social background. Threats, humiliation, isolation and physical violence against women and children destroys self-confidence and social relationships all over the world.

Most cases remain under the cover of shame and fear, no court deals with them, no neighbour dares to intervene. This is where every single one of us should be encouraged to stand up and speak up against violence at home. This radio competition might help to tear down the walls of silence and to raise awareness which is in itself an important issue. But we cannot stop here. We have to think on how we can help the victims to escape from their misery.

On behalf of the German Liaison Office Pristina I would like to extend my gratitude towards everybody who participated in this competition.

HFTF’s Balkan Radio Report was widely covered by local media.
